The object of this sub-activity is to develop guidance to the European Road Operators concerning their involvement in the development and implementation of Cooperative ITS Services for road transport. The sub-activity aims to monitor pilot deployments as well as the deployment of the connected vehicle ecosystem, to identify deployment scenarios for C-ITS related infrastructure and prepare an implementation road map and to develop a first set of pre-deployment guidelines of road operator responsibilities within C-ITS. It should also serve the needs of the Member States that are considered as front runners/pilot implementers as well as the Member States which have not yet decided on specific investments. Appropriate coordination and synchronisation with the "Platform for the deployment of Cooperative ITS in the EU" will be ensured, notably to guarantee that the deliverables of this activity will feed into the work package of this platform.
The following Tasks are foreseen:
Analyse the potential contribution of C-ITS to the Level of Service improvement for all EasyWay Core European ITS Services
Monitor connected vehicle deployments, pilots and associated evaluation studies with focus on European activities, including the evaluation of lessons learned from front runner deployment initiatives
Assess the communication media and applications available, their investment, maintenance and operation costs, capabilities, and expected life-cycle
Identify the likely scenarios of deploying the C-ITS related infrastructure in all of Europe and prepare the related implementation road map, considering and highlighting the differences between the different Member States and regions as well as the groups and projects already working in the domain, while ensuring interoperability and harmonisation at pan-European level
Develop a mechanism for setting-up deployment guidelines for road operator responsibilities within Cooperative ITS services (with a focus on services with highest maturity).
